Restrict outgoing calls for a precise known number

I ‘d like to understand how can I block any outgoing calls to one specific , known number. That number is blocked for incoming calls coming from said number, but if someone learnt it by heart can dial it in even if is not in contacts.

At the same time I would like incoming communication coming from with held numbers such from various services to go through at all times.

Aside from this, I’d like to know if there is a way to set up the phone ( iphone 7) to distinguish between a blocked contact that attempts incoming communication and a withheld service number.

I know there is an option to allow incoming calls only from known numbers but that prevents any unknown number from contacting.

Please address all my inquiries, as I ‘m tempted to switch to Android since all I could find researching this far explains how all of the above are limitations apple phones have and the other’s don’t.

I m not an Android fan, I dread their system, but I need a resolution to the above issues currently rendering the use of the iphone to non existent.
