On iPad and iPhone 12 with predictive text turned on, I can only get predictive words, but not predictive sentence completion. Are there only certain apps that do this? Are the sentences something you had to have typed before? I’m trying this in the Messages app.

Predictive text is only for words. Sentences would have to be Text Replacement from Settings>General>Keyboards>Text Replacement.
I can tell you sometimes I can see when I miss hitting a space bar at times and type two words together, the auto-correct will fix that, but I've never seen predictive text provide sentences.

It may also just be a programming thing in Twitter too. You might want to reach out to Twitter support and ask them.
