You might try restoring to Factory Settings - which should reinstall all firmware:

Restore your iPhone, iPad or iPod to factory settings – Apple Support


If the Factory Restore process is unsuccessful in reloading the Carrier firmware, your iPad may require repair. In such circumstances you would be wise to seek assistance directly from Apple Support, or the technicians at the Genius Bar of your local Apple Store.
