Option to screenshot full page doesn’t show up

I tried to take a full page screen shot of a web page in Safari. The option to capture full page doesn’t show up.

is this a bug? Or is there a way to activate this in the settings. I tried enabling “screen shot capture” in the advanced tab of safari setting preferences.
