Bluetooth device not connecting back after forget this device is clicked

I cannot connect my Bluetooth again after forgetting it. I’ve tried everything, even factory resetting. It does not work at all, and it seems like none of the solutions that is provided publicly on the internet actually work for me. Is there a mode I can activate on iPhone that will scan for Bluetooth devices manually?
