Can we print labels/receipts using USB printer from iPad?

iPadOS does not natively support direct printing via USB. Native print support uses Apple’s wireless AirPrint Print protocol over WiFi.
If you can find a label printer that has a manufacturer-supported printing App, then you may be able to achieve your aim of printing over a direct connection.
