subject says it all. My macair is full and I'd like to generate the local snapshots on an external USB drive. I've looked all over for a way to move them.

You don't... That would defeat the entire purpose of them.
Plug in your Time Machine drive and let a time machine backup complete.
You can't move them - the only way to get rid of them would be to disable Time machine after you let it "catch up" and then either turn it off or just disable it altogehtr - unless you have another backup method, all of that is a very bad idea.
The idea of local snap shots is that you do not have to connect a TM drive to restore within the last 24HRs.
How does one move the local snapshots to an external USB drive?
