Can the ECG functionality on the watch be used without having an iPhone?

Can you get the ECG app to use with the watch through an iPad or does it have to be an iPhone?

looking to use the ECG feature of the Apple Watch 6 but have an android phone. I know they are not compatible but I am wondering if the watch can be used as a stand alone without a phone
