To pay as a member of a family group, you'll have to use your Apple ID balance to pay for your purchases yourself. Otherwise the payment method registered for the organizer will be used.

It is not declined. It is not processing. I have my wife on a payment family plan and I am using her PayPal account. It doesn’t allow me to do a payment like that abd I cannot edit
