I have a MAC Mini (2014) which I would like to use as a second monitor for my HP Spectre Laptop.
I have purchased a few cables but there is no reaction from either machines? First of all is it possible to use my Mac Monitor as a second monitor for my HP Spectre? thanks!

No that will not work. You need to get an external display for the Mac Mini.

if you mean you wish to share the monitor connected to your mac mini with a hp laptop then that
depend on the monitor you use with the mac mini
i have an asus 27" monitor I share between my mac mini, a desktop windows pc, a xbox and my work laptop
the monitor has buttons to switch between the input ports as active input source
