My phone silences calls when I don’t want it to.
im missing important calls.
when I look at Do Not Disturb my only choices are “always” and “while phone is locked.
does phone lock automatically?

That settings only matters if you have do not disturb turned on, if it is off it isn't activated.
settings - phone - silence unknown callers - off
