I want to completely delete Instagram out of my cloud or wherever so I can redownload the the Instagram app so I can sign on a new Instagram account. How do I do that?

Welcome to Apple Support Communities.

To sign into a new Instagram account, you don't need to delete the App. Simply sign out of your account in the App, then enter a new account. For more help, see Instagram Support.
