VTDecoderXPCService using 361% of CPU

I downloaded Premiere Pro because I do a lot of video editing, but I quickly learned that it's practically unusable because the video playback is so slow I can't even see anything. So I started to do some digging and noticed that "VTDecoderXPCService" is using 361% of my CPU. I'm assuming this is the cause of my computer not being able to render any videos. Is there a way to fix this, or is there no way around it?

Perhaps you'd need to research means to troubleshoot that software

which may be in conflict with another application already in the Mac?

Force Quit directly below Apple menu. And on restart, Have you tried

SMC reset? ~ While not a cure-all, may help further troubleshoot.

There may be other things hobbling the Mac, have you performed any

diagnostic tests; or looked in there with EtreCheck, & post a report, etc?

That also can show performance issues; if set to expose all detail.

And it also could disclose Mac's configuration, to show whats up.

So could info from within About this Mac; just not the same stuff.

It's after 12:30AM here, and losing daylight.

..I'm not tired; just exhausted..

So I tried to force quit it through Activity Monitor, but every time it quits, it just starts up all over again every time I render a video. Also, I already have safe mode activated, which is how I got into this. It first warned me of a couple of things slowing down my computer. So I did some more research on this topic and I read that I should run Activity Monitor, where I discovered the high CPU use. Is it possible that VTDecoderXPCService is necessary and maybe my computer is just too slow to handle it?
