I purchased a Japanese Iphone 11 and I found out that Camera Shutter sound is always on. I cannot put it mute. I live in Lebanon and now I am now in the state. Is there any chance to solve this problem as i didn't visit japan.

No. The device complies with the laws of the country in which it was originally sold.
That can not be changed.
Your only solution is to sell that phone and buy one that is not from the Japanese market.
