When trying clear and restore from backup (iphone 8) using itunes on a pc, the screen on phone froze on restart with apple showing and itunes doesn't seem to recognize it? Suggestions

Start here, If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support and you can see this about the computer not recognizing the device. If your computer doesn't recognize your iPhone, iPad, or iPod - Apple Support
However, putting it into Recovery mode should help.
