I cant change security questions

I am not able to log in to my apple id. I have the password but forgot all the security questions. I tried the instructions from https://support.apple.com/en-us/HT201485 multiple times, but it keeps showing this

I want to know its there any other ways to change the security questions? Thank you.

I've reset my Apple ID password, and am trying to reset my security questions, but each time I go to iforgot.apple.com, which is the website which support.apple.com directs me to for this task, it wants me to reset my password again. How do I simply reset my security questions, after having changed my password?

Unfortunately, that seems to be the only way to change the security questions is by following the steps apple provided in their support article/ document.
