Daughter forgot passcode on ipod 7

After making sure I had the most up-to-date Itunes and restarting my computer. I shut down the iPod and then plugged it in with the low volume button depressed. I followed the prompts on the screen & then in iTunes to begin the restore process. It looked like it was working. After about 10 minutes it disconnected with no errors BUT when the iPod comes back on it still is asking for the passcode and it is not restored to factory settings. I've gone through this process now twice with the same result. Thoughts?
