"formatted for Mac" does not necessarily mean that the file system format id compatible with Photos for Mac. If your library is on volume with a format that is neither APFS nor MacOS Extended (Journaled) or the volume has a case sensitive format, you could try to copy the library in pieces - copy the sub folders individually. See: How to avoid the Error -36 when copying a Photos Library - Apple Community

The destination volume, where you are copying the library to, should be prepared as described here: Move your Photos library to save space on your Mac - Apple Support

Thank you, folks. I was able to copy my photos library from my MacBook big sur to my new san disk ssd for Mac and I deleted the library on mac since it was successful and Photos is accessing the library off the external ssd.

The issue now is I need to back up the photos library! I would like to copy it to my iCloud drive, but not use it as an all devices sync library, just a back up. The library appeared to copy to iCloud but the icon says "ineligible" and of course there is no explanation what that means. I don't need to access the library from iCloud (am using the san disk ssd), just copy it back to an external drive if I lose the san disk folder.

Thanks again for your help.

The iCloud Photo Library is a syncing service, not a back up.

Putting the Macs Photos Library on any sort of Cloud service is not supported. If you do it it will be corrupted and cause dataloss. (There's a handy definition of ineligible for you there :) )

To back up the Photos Library:

Most Simple Back Up:

Drag the Photos Library from your Pictures Folder (or wherever you store it) to another Disk. This will make a copy on that disk.

Slightly more complex:

Use an app that will do incremental back ups. This is a very good way to work. The first time you run the back up the app will make a complete copy of the Library. Thereafter it will update the back up with the changes you have made. That makes subsequent back ups much faster. Many of these apps also have scheduling capabilities: So set it up and it will do the back up automatically.

Example of such apps: Chronosync, SuperDuper, Carbon Copy Cloner - but there are many others. Search on MacUpdate or the App Store
