Cannot get gmail only iCloud email. I cannot use two stage verification because it sends the code to gmail

iCloud Mail Verification Issue Q: In order to verify iCloud email you have to have access to the same just like every other email provider. when you create new account. My case is strange I can't open it, doesn't allow me without verification and I can't open it nowhere. They keep sending verification codes but basically I can't open it. Have you tried deleting the account(s), restarting the device, and then adding the account(s) back?

Mail – Setup on a device

Mail - If you can’t send email on your iPhone, iPad, or iPod touch

Mail - If you can't receive email on your iPhone, iPad, or iPod touch
