Is an ipad pro or ipad air more worth it for students? I plan on only reallt using it for notes and textbooks and things like that. Is 64 Gb enough for that or would I have to upgrade if I were to get the air?

Beware of iPad models with very little internal storage - as these are a source of frustration for many users. It is very easy to exhaust available storage on iPad models with the lowest storage tiers.

Whatever model of iPad you choose, you would be well advised to purchase as much internal storage as you can afford - as internal storage cannot be changed, upgraded or extended. The available internal storage is fixed for the entire life of the device. If you run out of internal storage for your documents, photos and other data, you will forever struggle and become a source of frustration. It is far better to have more storage than you need, than to need more storage than you have.

A good rule of thumb is to quantify how much data storage you will need - add a healthy margin - then double it. If you are unable to quantify your data storage needs, it becomes more difficult; whilst I cannot make definitive recommendations, personally I would personally council against purchase of any iPad with any less than 256GB storage - 512GB or greater offering a greater level of safety.

Within the Apple Support Communities we see regular tales of woe and disappointment when storage requirements are exceeded, necessitating replacement of the device; by contrast, we never see complaint of having too much available storage. It is relatively easy to fill limited internal storage space; perhaps consider higher tiers of storage as providing room for growth as your needs develop or mature - potentially extending the useful usable life of the device.

Consider also the functional differences between WiFi Only and WiFi+Cellular models of iPad. Only WiFi+Cellular models include GPS capabilities - which may impact any Apps or features that require accurate and consistent location data, such as Mapping. Purchase of a WiFi+Cellular model does not commit you to using Cellular connections, but provides this flexibility should it be needed.  WiFi Only models of iPad have no Cellular or GPS functions at all.

I hope this information and insight proves to be helpful to you.

If your iPad needs are not demanding, an iPad Pro maybe overkill for your needs.

Either take a look at the iPad 8th gen 128 GBs internal storage model OR if considering the iPad Air 4, the 64 GBs model is really a minimum baseline storage model that, in 2021, may NOT really be enough internal storage.

A 64 GBs storage iPad starts out with approx. 60 GBs.,after initial internal flash drive formatting.

Minus approx. 6.5 GBs for iOS/iPadOS leaves between 53-54 GBs.

Minus 3-6 GBs, for iOS/iPadOS system operational reserve, that MUST BE MAINTAINED AT ALL TIMES, to ensure/insure normal, expected operation of iOS/iPad OS, leaves approx. between 48-50 GBs of actual, usable data storage space.

A 128 GBs storage iPad starts out with approx.119 GBs.,after initial internal flash drive formatting.

Minus approx. 6.5 GBs for iOS/iPadOS leaves between 112-113 GBs.

Minus 3- 6GBs, for iOS/iPadOS system operational reserve, that MUST BE MAINTAINED AT ALL TIMES, to ensure/insure normal, expected operation of iOS/iPad OS, leaves approx. between 107-109 GBs of actual, usable data storage space.

256 GBs storage iPad starts out with approx. 238.5GBs.,after initial internal flash drive formatting.

Minus approx. 6.5 GBs for iOS/iPadOS leaves approx. 230 GBs. of internal data storage space.

Minus 3-6 GBs, for iOS/iPadOS system operational reserve, that MUST BE MAINTAINED AT ALL TIMES, to ensure/insure normal, expected operation of iOS/iPad OS, leaves approx. between 226-229 GBs of actual, usable data storage space.

So, a 128 or 256 GBs storage iPad model is what I would really recommend.

Also, you need to figure the costs of the Pencil and protective case.

A 8th gen iPad uses the cheaper priced Pencil 1st gen.

The iPad Air 4 uses the more expensive 2nd gen Pencil that charges atop the edge of this iPad.

Other factors to consider.

USB-C on the Air 4 is more convenient and flexible for externally connected devices than the Apple Lightning port on the cheaper 8th gen iPad model.

All iPad models, today, are sufficiently powerful enough to do everything, now.

All currently run the exact same iPadOS.

You are paying more for additional features in more premium model iPads

Best of Luck to You!
