Time Machine

I have a Seagate Back Up Plus Portable Drive that has an old macbook backed up on it. Can I plug that into my macair and retrieve the time machine information? Is there something I should be aware of if I do?

MacBook Air 13″, macOS 11.4

Yes. Use Migration Assistant to transfer it. Use this link: Movie your Content to a new Mac - Apple Support.

Back Up First:

As for what to be aware of, be certain to back up your Mac first, prior to perform this transfer. That way you can have something to restore your Mac from, should anything go wrong afterwards.
