Photos becoming pixelated and breaking

My previously legible photos have become really distorted. All of the photos shown below were originally photos of people/places but for some reason my phone has destroyed them. They also show up this way on my laptop now and even have converted the photos that uploaded into my Google photos. Can anyone tell me why this is happening or how to fix it?

Why are some of the photos on my iphone suddenly low res? Why have some of the photos on my iphone suddenly become low resolution? Just a few random ones, and they were fine before. Can they be restored? Admittedly I do have a lot of photos on my phone, which is why I decided to start saving on the cloud. But it seems that in the process of moving them to the cloud, some of the photos have not made it...about 18 months worth of photos are missing. And sadly it is some of these photos that have now become low res on my phone. I'm really sad as they are photos of my kids. I miss regular cameras! Thanks
