how to fix googleadservice.com issue?

I am unable to open any links via ads services from my Safari on my iPhone 12 pro max. When I click the link or pictures, it takes me to googleadservice.com with error message "safari cannot open the page because it could not establish a secure connection to the server." I wouldn't find any useful solutions from other posts.

I did below with negative result:

1. clear Safari history, data, remove cookies, cache, and other data
2. turn off/back on my phone I also did
3. reset all setting
4. reset network setting
5. I don't have any security software on my phone

Only thing I didn't do is factory reset.

I saw many iPhone users experience same issue but no one has good solution right now. Please help me to fix it if you know how.
