Apple ID disabled

How do

you fix not having your an Apple ID when apple disabled for updates and purchases. I did not make them and contacted apple immediately. I also use their card apple support told me to turn off credit card. It was 52.11 almost 10 times. When I got the card that does not have numbers it did it immediately.
