I can't pair the shortcuts from iPhone to Apple Watch

Are the default shortcuts showing up - such as Shazam?

You could also try toggling the Show on Apple Watch option OFF and then back ON ? See here for the key steps:

Use shortcuts on Apple Watch - Apple Support

One more suggestion if the issue still persists, try restarting both devices.
