I bought a iPhone XR 64gb off the well know app OfferUp when I got home and presented the gift too my girlfriend the phone was locked and I tried too contact the person I bought the phone from but the number appeared too be disconnected please help me
It appears that, unfortunately, you got scammed. There is no way to remove the activation lock without the requested credentials when you faced the Activation Lock. Continue to contact the seller for that information and if that is no longer possible then check whether you can return the iPhone for a refund through the app (I know eBay provides such protection).

I know ebay offers some kind of reimbursement/protection for people in your situation. Not sure about OfferUp.
