I want to change my country
Hello my problem is I lived in NYC and I moved back to Germany but I can’t change the country in my Apple ID because I have 0.17 cent on my account. How I can change ?

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
