(1) Final backup of old mac for upload to new Mac & (2) Preparation of old Mac for safe recycling

I have an old MacBook Pro which I am about to replace with a new one. I want to be sure I back up the old computer completely to the new machine. I also want to wipe my old Mac completely for safe recycling with Apple.

Old machine is connected to a Time Machine where daily backups are performed. I also have 200 GB of iCloud storage on my iPhone of which 31 GB are being used.

(1) Should I just use the latest Time Capsule backup copy and restore it to my new machine?

(2) How do I safely wipe all data from old machine once transfer to new machine is complete?

MacBook Pro 15″, macOS 10.15

Make sure you have the new mac set up and that you are not missing anything before you wipe the old one. (if you can)
