i was using iPhone Xmax bought from Pakistan from 2 years in UAE, I recently reset it because i bought the new phone and wanted to give the old one to my husband. since then its showing sim activation error. I tried the method mention on the apple support but it didn't work out for me. please help

Is the error you are seeing Invalid SIM, and does not work with Activation Policy? If so, that means your iPhone is locked to a carrier different than the one you are trying to activate on. See this for that error, How to unlock your iPhone for use with a different carrier - Apple Support

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their apple ID.
It would be better if you can please re-post with a screenshot, in order to understand the phenomenon better. Images / pictures speak louder than words. Do not provide any personal credentials, such as email id, apple id, IMEI number, Serial Number, Phone number, Order ID, if you are sharing a map ensure your location is not identifiable. Etc.
