Apple TV remote can’t control tv power

I can’t turn on/off my Samsung tv with the Apple remote. I can control the Samsung soundbar volume though. My tv registers that there is a signal being sent to it however it doesn’t accept it. When the power button is pressed on the Apple remote the tv flashes “Not Available”. In theory it should work because my Amazon fire stick remote could control it.
