This is seemingly an attempt to use ActiveX, a now-deprecated tool found on Microsoft Windows platforms.

Microsoft never added ActiveX support for iPad, and that’s now unlikely given the Microsoft deprecation of ActiveX.

Whoever here has dependencies on ActiveX needs to get going on their migration to newer and supported tooling.

Best to discuss your options here with Microsoft Support or (better) with whoever is maintaining this app or document or whatever it is you’re looking at via Microsoft Office on iPad. Those options might involve scrounging Internet Explorer on another platform, though that is now a deprecated web browser. Or some other alternative specific to whatever is going on here.
