Keyboard issues - shift, command, alt and control keys staying on

The shift command alt and control keys keep acting as if they're stuck on until I tap them. I've tried multiple keyboards with the same issue occurring.

I'm on MacOS Big Sur 11.2, have tried on an old wired (which previously never had any issues) and new wireless keyboard.

Have also tried turning on and off sticky keys in accessibility.
