Unless you just happen to find this person yourself, you can't. Apple won't give you any information about the possible owner since it would violate federal privacy laws.
Either turn it in to the local police, or the lost & found near where you found it (like at a community center).
You "found" a phone. You ask if you can find out who it belongs to. Yet somehow, you know the person isn't from the area. Which means you do have an idea who it belongs to.
Regardless, if it's been put into activation lock, it's useless to anyone but the owner.
Give the owner a chance to figure out how to use FindMe to possibly add a recovery message.
Keep it charged and in a location w/ a mobile signal.
If no recovery message is added after a reasonable period; turn it over to lost and found or to the authorities as appropriate.
You can ask Siri who the owner is. If you get no answer turn the iPhone in to the lost and found where you located it or to your local authorities.
Turn it into the police. If the owner had activation lock on, there is nothing you can do with it or about it.

I live in Belize City and the person isn’t from here so turning it into the police won’t help
I know the person isn’t from here because on the lock screen it has a picture of them over seas and if the person was from here I’d give them back I have a iPhone myself
