I used Apple Pay to send money to a friend and he never got the money, I was wondering how I can get him the money? Or how I can get the money back?

If it was deducted from your Apple Cash it went to someone. If it failed to be delivered it would not be debited from your account. So you need to figure out who you really sent it to. Go review your messages.
