How to Add android to icloud?

Not seeing my android phone on devices, after sign in from iMac or Samsung phone. What can I do?

iMac 27″, macOS 10.14

That is simply browsing to iCloud.com in your browser on your phone. You can try it, but as the article says, it'll be buggy. You'll likely be better off using icloud.com on a computer. There is no way to directly connect an android phone to iCloud in the same manner as using an iPhone.
