iMessage free with an international number?

My boyfriend just recently got deployed overseas and got an iPhone there. I was wondering if iMessage between me and him and things such as FaceTime would be free even though he has an overseas phone number? Will I be charged just messaging him throughout the day even if I’m not connected to Wi-Fi?
