Can i monitor my child's iphone from PC?

I bought an iphone for my child but we have no other apple devices. I know how to set restrictions on screentime, apps, downtime, contacts, etc. under Settings on that device. I did set up an AppleID account for myself that I am accessing via web browser but her device isn't linked to my account as I thought she should have her own AppleID, which I used to setup the iphone. I have a few questions about Parental Controls:

1) Is there a way to link the device to my account (keeping in mind I have no other apple device) so that I can see her location? I have read about Family Sharing but don't see how I can set that up via web browser.

2) Is there a way to see/change those screentime restrictions on a PC (For example, if she is away from me and I want to extend her screentime or make other allowances)?
