You do this If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

I have follow the steps on the Apple Support site but my iPad mini will not go to the support page. I have tried for Face ID and Home button. It keeps taking me back to the page that says iPad is Disabled/connect to itunes. ITunes sends me back to the aplle support page...what else can I do. I am not near an Apple Store or support centre
