How can I disable the useless narrow column pop-up Safari browser that pops up when I click links in other apps?

A very narrow Safari browser pops up when I click links in other apps. It is too narrow to be useful, and I cannot make it go away without shutting down the app in which I clicked a link. The user experience of this is awful. Attached is a picture with an example of when this happens.

Settings > Home Screen & Dock > Multitasking > Allow Multiple Apps = “off”.
