iCloud
Hi.. I have doubt on uploading photos to icloud in iphone... By switching iCloud photos to on will it upload photos only if wifi connection is available or we can upload it by mobile data?

Note: The photos are synced to iCloud Photos both with WiFi and Mobile Data. (If Mobile Data for Photos are Enabled) If you delete Photos and Videos from the iPhone it is deleted from iCloud Photos too, and vice-versa. Alternatively, try uploading to iCloud Drive then you can delete it from the iPhone.
