Apple does not support downgrading iOS or iPadOS unless it is a beta version of software.

If you see Error 3194, Error 17, or 'This device isn't eligible for the requested build' on your computer - Apple Support

Restore your iPhone, iPad, or iPod to factory settings - Apple Support - "A factory restore erases the information and settings on your iPhone, iPad, or iPod and installs the latest version of iOS or iPod software." This uses a computer.
