What is the next step?

I'm trying to recover my macbook, hich shows a blinking folder with question mark.

The HDD as gone. I replaced it, and tried to boot with an usb drive (power on and then Option key), no success. Tried to boot from internet, again no success. Tried to go to Recovery Mode (Command+R, Option+Command+R, Shift+Option+Command+R), again nothing.

What should i do?

User wrote " tried to boot with an usb drive (power on and then Option key), no success " booting from a blank USB Drive will do nothing as you have stated. The USB Drive must be a Bootable Installer drive as outlined in linked document from Apple.

Because the internal drive was replaced - assume the replacement did not have any macOS installed ?
