Disconnect the phone from the computer.

If iTunes is not installed on the Windows PC, install it as described in Download and use iTunes for Windows - Apple Support

Turn the phone off and then connect it to the computer while holding the Side button. Keep holding the Side button until you see the recovery mode screen.
