Mac install won't create user account

My employee did a factory restore to a brand new Mac Book Air. I have tried to reset but the new computer install won't create a user account. It gets stuck. When you shut it off the user account is there but it says all passwords are incorrect. Help!

There are certain steps one may be expected to consider if not actually follow all of them..

in that these could guide one, to an 'erase and reinstall.' Or shut-off before going further.
