How do I get the lights on the back of my Apple Watch to turn off

They stay on for 3 minutes or so after a workout to measure your resting heart rate. After that they should turn off automatically unless you manually check your heart rate and then come on only occasionally. For more info, see the 'When Apple Watch measures your heart rate' section in:

If the sensors constantly stay on (which will quickly draw your battery), the first (and simplest) thing to try if something isn’t working right is to restart your Apple Watch and its paired iPhone. If necessary (device not responding), try a forced restart. Both methods can be found here:

If that doesn't help, the next steps would be to unpair and pair your watch again and restore from the backup just created. This should result in no loss of data. It deletes all temp and corrupted files and re-indexes the file system.
