If you have an existing Apple ID, use that.
Creating a new Apple ID is usually a mistake. Creating a lot of new Apple IDs is definitely a mistake. Creating a new Apple ID won’t permit purchases and subscriptions to be transferred, and won’t bypass an existing Activation Lock, among other details.
