From your screenshot, it appears that the battery on your iPhone needs to be charged. After charging the battery, restart the iPhone to refresh it. If you were using a cellular connection, try connecting to the internet via Wi-Fi. Check your Apple ID account payment details to make sure everything is up to date, and try the in-app purchase again.
