You have been trying to install an update for macOS Mojave probably from the Apple - Support - Downloads site.

These updates can only be installed if you are already running an earlier version of macOS Mojave.

Thus the misleading error message, the error message should state that you need to download the full installer

app from the App Store.

You can only install full working version of macOS Mojave from the App Store, this downloads the

Install macOS Mojave.app to your Application folder.

When Apple releases a new OS, for example macOS Mojave (in 2018) the full installer is available from the App Store.

This first version will be v10.14.0. When Apple updates the OS to version 10.14.1, the earlier version is removed from

the App Store and replaced with a new full installer for 10.14.1, this goes on through other versions until we get

to the last full version that was released which is 10.14.6 and is the version still available in the App Store.

and is the version you need to install a full working copy of macOS Mojave, there is no other full installer available.

To get the full installer app for macOS Mojave 10.14.6.

Open Safari and click on this link,

How to get old versions of macOS – Apple Support

Go to the Download OS section and click on macOS Mojave.

This will redirect you to the App Store Mojave download page,

it should say Get or Download. Click the button and the download should start,

this will download the Install macOS Mojave.app to your Applications folder.

Once complete you can then install a full working version of macOS Mojave.

This installs version 10.14.6 as mentioned above and is all you need, you do not need 10.14

or any earlier updates.

Before upgrading make a full back up of your Mac.

Check that third party apps you use have updates available for the new OS.

https://roaringapps.com

Check that your printers/ scanners etc have updated drivers and software available for the new OS.

Connect your mac to your router via cable rather than rely on WiFi.

Do not use your mac while it is downloading

and do not use any other devices that share the same internet connection.

If the App Store says ‘Open’ then it is detecting a previous download of the install app

go to the Applications folder locate Install macOS Mojave.app.

Move it to the Trash, empty the Trash.

Restart, click on the link again, the App Store should say ‘Get' or 'Download'.

The Age of this computer will Govern what newer version of macOS it will Qualify to install. Use About this Mac from the Apple Icon on Desktop - the required Information will be there.

With the above information in-hand - follow this How to get old versions of macOS and verify what version this computer Qualifies to install. Make sure to use Only Safari to commence the download as Others may not work

Make a Time Machine Backup Before attempting. Notation - Mojave is the Last version to support 32 bit applications / extensions and Drivers. Catalina and Big Sur Only support 64 bit and there is no workaround.

Are there any AntiVirus, Disk Cleaner, Optimizers, Un-installers, etc installed which should be removed as per Developers Instructions. They are useless, unneeded, cause havoc and interfere with the normal operation of the OS and may even Corrupt the OS requiring a Reinstallation
