i bought apple watch from a seller on ebay , find my watch option was not ON , but after some months i see that watch locked on seller's icloud account , i have paypal invoice that shows serial number of the watch and full name of the seller , can i get any help from apple support if i send them the invoice ?

No,apple cannot help you,only the person that paired the watch originally can remove the activation lock.
The seller needs to follow all the steps on this page;
What to do before you sell, give away or trade in your Apple Watch, or buy one from someone else
If they can't or wont then contact Ebay and see if they can help.
