Apple Watch cellular roaming without iPhone

Hi, is there a plan to enable cellular data roaming on the Apple Watch without the iPhone? I have a watch for my son and when we are abroad he has to have his phone with him for his watch to work fully . Is this going to change? I heard the Samsung watch’s roam without a problem.

Thanks fireyjack. Do you know if there is there anywhere we can try to ask for this to be enabled / added in a later release of the watch iOS / hardware?
